The Police and Crime Commissioner has approved the Treasury Management Annual Report 2017/18. The report is provided to the Commissioner under the Chartered Institute of Public Finance and Accountancy’s (CIPFA) Code of Practice and informs her of Treasury Management activity during 2017/18.

The report was reviewed and approved by the Joint Audit Committee at their meeting on 30 July 2018.

The Police & Crime Commissioner has approved the recommendation to extend the Chief Constable's appointment for a period of one year from 3 July 2019 to 2 July 2020 on the current terms and conditions.

The Police & Crime Commissioner (PCC) has;

• Noted the revenue and capital outturn for 2017/18;
• Approved the capital financing;
• Approved the budget virements;
• Approved the carry forward requests;
• Approved the transfers to/from reserves. 

Financial Regulations require that the Chief Finance Officer and Director of Finance prepare an outturn report and recommend for approval by the PCC the use or transfer of surplus/deficit on revenue and capital budgets in line with the Reserves Policy. Capital Financing of the capital programme should also be approved.

The Police & Crime Commissioner has approved a decision to continue funding the Victim Support  Young Witness Service for 2018/19.

It is an evidence based approach to retaining enhanced support for the most vulnerable and at-risk victims. This approach works alongside the MOJ commissioned service by Citizens Advice witness service so that value for money is achieved, in conjunction with supporting the highest-risk, most vulnerable witnesses.

The Police & Crime Commissioner (PCC) has approved a decision to continue funding the Vulnerable Victims of Fraud Caseworker's post under Victim Support for 2018/19.

The successful piloting last financial year has evidenced the need for these posts to support victims of fraud. During the 16 month pilot, 405 referrals were received with over 600 practical solutions deployed, over 200 contracts with external agencies, and over 400 hours spent face to face supporting the victims.

The Police & Crime Commissioner has approved a decision to fund Safe From Harm, which supports victims of high level anti-social behavior across Sussex.

Increased monitoring last year has shown a need for the service, providing emotional and practical support and advocacy for high risk victims of anti-social behavior. 175 cases are expected across East Sussex in this financial year.

The Police & Crime Commissioner has  approved a decision to fund the Sussex Mediation Alliance for a further year under a grant agreement. 

The Commissioner has the ability to make grants in Sussex to reduce crime & disorder. Sussex Mediation Alliance work with people to find their own realistic solutions to disputes. They currently take a percentage of referrals from Sussex Police, therefore saving Officer time whilst working to a positive outcome for all involved.
